With HR situations...I'd be wary! Do some homework first re: blowing the whistle as it could put you in a bad light if not done properly. Do you have friends/relatives who would be able to give you wise-council on that kind of thing? People who've been in management? This person seems to have things in her corner and if that's the case could make 'life' pretty miserable (more than it is now) for you if she's crossed. I would say if she's acting out like that, she'll hang herself if given enough rope without your intervention. There probably are others watching as well.

I sympathize with your co-worker troubles. Do you have anyone a your job who is in a mentor-type position to you? Sometimes it is effective to frame your complaint as a request for advice on how to manage the situation. This way management gets to know what is going on, they feel respected that you look to them for advice and guidance, and it's a positive approach for you. You are asking for advice on how to solve a problem, instead of dumping a problem in management's lap and making more work for them. (I emailed you an article that I found helpful in a similar situation.)
